[Muso] Garageband alternatives for PC?

I'm completely unfamiliar with recording music on my computer, but I understand (from other music people, including a bloke in my band) that Garageband makes the process of creating a rough demo very easy.

However, I have a PC so Garageband isn't going to work for me.

What I'd like to do is: for a song that I'm writing:
Figure out how the parts (intro, verse,chorus, etc) fit together.
Get some dead simple drum loops for each part.
Glue the drum bits together.
Record my guitar and dreadful vocals over the top.
Hand it out to the other people in the band so they can learn it / ask me to stop writing songs.

So the final quality isn't that important, I  just need a way of sketching out my ideas and keeping time.

Any suggestions for software that can meet my meager needs?

Reaper is pretty damned good. Free 30 day trial before you're asked to pay for it but after that you'll only get a nag message and no crippling if you want to keep using it anyway. That's your moral dilemma etc...
