Ahhhh! I've seen that site before (or an earlier version of it).  I've seen his spam on newsgroups for over a decade and he's been doing it for longer than that. Quite disconcerting. I can't work out if it's an elaborate prank by a very bored person or if he's genuinely mentally ill.
