Apparently PAL DVD's run 4% faster than NTSC DVD's ...?

Interesting point. I have noticed slight difference in audio on movies.
For example I have Fight Club on R1 and I watched some of it on sky movies
a while back  The opening music sounded like it was at slightly higher speed.
I have heard  voices in films like this too.  I just figured it was the audio mix.
Even though I knew about the runtime thing between PAL/NTSC.

Now it makes sense.

Hmm sounds like a lot of trouble over nothing. I only have minor stuttering on multi region DVD players, and had my ps2 smegged so that it would play everything under the sun. HA I mock you lowly mortals restricted to regions. It's like in Fortress with the intestinators, and I can cross the red line.
