Help me find a thing

It's been bugging me for ages, but I seem to recall seeing a documentary years ago about a couple of English guys who moved to LA and carved a niche for themselves in the world of low-budget cinema. I think "Project Shadowchaser" was one of theirs, but nothing's coming up based on the director's name or the production company.

The one scene I can remember is a guy talking about filming a police station from across the road, and getting his actor to walk up the stairs as a real cop walked down, trying to get the cop to just give the guy a nod so it looked like he was real himself. But I can remember nothing else about it.

Anyone got any ideas what it might have been? Or if it was just a very elaborate dream I had once?
