It is the Haitian Revolution of 1791-1804. Haiti is back under Napoleonic rule but Jean Jacques Dessalines, his generals and a few white sympathisers are planning to attack the troops of Vicomte de Rochambeau. The British decide to help Dessalines by a naval blockade of Saint-Domingue. However he is wary as the British may attempt to rule Haiti once the French have been defeated. As a conciliatory gesture the British send over their finest courtesans with the promise they 'Can't speak French' an allusion to the lies Napoleon and the French told Haitians that they would abolish slavery. Content Dessalines agrees not to fire on British ships. The battle is a success and finally Haiti is free of the colonial yoke.
