What's a decent bit of free gif editing software?

Google just brings up a billion generic low-rent tech blogs, so I thought I'd ask you cool kids. Don't need a lot of functions - cropping, dropping frames, resizing the image and altering the playback speed would be enough. Only need it to edit pre-existing gifs rather than make new ones from video, but it would be cool to hear about software that does that too.

Also, will never software be able to compress the gif images better than (ie. smaller, with equivalent quality to) older ones, or is that determined by the compression algorithm?

Free or super cheap would be great - free would be preferable.

Thanks, but I'm looking for something like a dedicated program - something intuitive and easy to use. It's a reader-focused recommendation for this website I work for, so it needs to be as accessible and foolproof as possible. Ulead seems quite good, but it's pretty old and the GIFs always seem to come out absurdly huge.
