Does that affect the ability to maintain ratios on private trackers?

Haven't got the foggiest, mate (the only private tracker I have doesn't need port forwarding).

IPVanish doesn't seem to work with iPlayer any more, so cancelled that $10 a month white elephant. Any similarly priced quality VPNs still baffled the Beeb that people recommend?

I use NordVPN and it seems to work well for iPlayer things (I think. Not sure when I was last abroad and tried it mind...). It's less than $10 a month anyway.
