Just because the cap makes it look like it's from the same era, I'll say Death Line/Raw Meat, maybe?  If it is, that's one of many growth-stunting b-movie horrors my much older brother and his cabal of crusty friends subjected to me down in The Basement when I was a kid.  I still get jumpy when I hear the words 'Please mind the gap' because of it.
