Yes, it is.  In fact, one of my many pet peeves is when people say things along the lines of "I don't do drugs, I just have a drink at weekends and smoke tobacco.  That's enough for me".  Well, that's doing drugs then isn't it, you fucking numpty.  Apparently, making a drug legal and taxable, suddenly means that it's no longer a drug.  Just say "I don't do illegal drugs", if that's what you mean to say.
