I have a tune knocking around my poor head, it's always been with me really. I remember it being used on ITV when I was little (we're talking 1980s here), possibly in the morning when the channel came on, after they had broadcast the IBA engineering / transmitter message captions. My ITV region was YTV, and I'm not sure if this music was local or national.

Any ideas what it was, or even a link to a video ?

It wasn't the YTV military fanfare march, it was more modern than that. I approximated the main bit in garageband and put it here : https://vocaroo.com/i/s1OfGl1b3sDZ
