why has it still never appeared on youtube?

Of course any fule kno that the LoG did a parody of the idea of such an obvious parody in their 3rd series, and circa a decade ago when GB was PM many amateurs on youtube did their own hilarious Stranglers parody, but I'm talking about the original here. 90s era, had RB and others (or was it actually the Stranglers themselves?) dressed up in black and white gear, it looked the business. Youtube autofill suggests (and has done for years) that I'm not alone in trying to seek this out but no one has uploaded it in an isolated clip in nearly 14 years of youtube. Does anyone even know which series it was in?

I remember it quite well, and I'm surprised that it's not on YouTube.  Apparently, Rory Bremner is too:

I think it was from around 2001, I got into The Stranglers at that time too after seeing Golden Brown on a VH1 countdown and buying a second hand cassette of their Greatest Hits album from the market. What a time to be young.
