Oh yeah - the people the narrator meets are black, that's true (well, strongly hinted at in the song). But the only lines of the song spoken (quoted?) are "I'll give you one dollar" and "I like it, I want it, I'll take it off your hands and you'll be sorry you crossed me, you'd better understand that you're alone, a long way from home..." so all the rest of the song is sung by the character in the video ("It was a present from me mother") except the "I don't like cricket" and "don't walk through me words..." parts, which are sung by the hotel band (The 10cc's) - who might be (supposed to be) Jamaicans.
