The police they hire will be poorly-vetted, inadequately qualified and in a significant number of cases, outright thugs attracted to the uniform and the truncheon and the possibility of committing some state-sanctioned violence.

Look at the US's experience with rapid recruitment of Border Patrol agents in the late 2000s, and that was just 10000 from a population of 320 million.
