4d chess part sure. But the rhetoric bit felled a lot of people including GOP establishment, his primary opponents, the media, Clinton, Warren etc. I think when impeachment hit he began to feel really vulnerable.

According to the page Paulie linked to, this is very similar to a previous ceasefire where the Kurds were ordered by Turkey to disarm on their border, then they attacked anyway.

Turkey still gets what it wants (a safe zone)  although it will take 5 days longer and possibly no casualties on their side. But can the moderate rebels keep still?
It seems wise for the SDF to comply, they seemed to win a few battles but atleast civilians won't get caught and  they get to conserve and regroup now.
