This is presumably going by the women-on-dating-sites definition of a tiny man being 'anything below above average'.

Everyone on TV tends to be surprisingly short when you meet them in real life. This is so that they can save money by building sets 7/8ths size, and then employing only short actors.

Maybe there's a preference for shorter actors when first getting into the business? its got to make shots easier to setup if actors and actresses are closer in height.
