Well, she's a US citizen so is eligible for a work permit in Canada at point of entry (assuming she has a letter from an employer offering her a job and is not intending to emigrate). It's a worse story for matey, who is British but too old for most youth mobility programs so would need to complete an LMO based on his exceptional talent for [insert employable skill here], apply for a bridging visa, earn nothing in Canada, and hope like fuck he can become a resident while he waits a year or so for the paperwork to go through (and of course, assuming he has a letter from a Canadian employer who have also complete an LMO). Of course, his spouse is not a Canadian citizen (so that would count against him because he doesn't have demonstrable roots in the country), he has served in a foreign military so that's a whole thing, and he owns foreign property valued over $100k, so his taxes will be a nightmare. If his PR is declined (or if he demonstrably earns money in Canada without a work permit or SIN), he'll be escorted to a border and rightly so!)

Only in Quebec, so they'd need to live in Montréal, speak French, not earn anything, and wait a year. Even if they managed to become landed immigrants (which should be impossible were it not for their surnames), they need to reside in Canada 6 months +1 day from the on, or they would lose their status. This would be different for Meghan thanks to the USMCA but that passed yesterday so who knows what changes have happened.
