I have one here waiting on Transmission on Mac and it's not moved since I added it. 0%. I tried it just now on my DC located server, same torrent, Transmission and Mac, nearly finished in 10 minutes.

This is fucking Cablewatch Dublin Northside, they use CGNAT and my external IP is a 10.x.x.x.x one - ie private class A.

Your external (ie globally routable) IP aint gonna be an RFC 1918 address.  Also yuck at your ICP using NAT.  NAT is the work of the devil.  OK for home networks but that's as far as it should go.
