Because they are either breaking the rules or the rules are fuzzy enough for them to be able to take stupid risks whilst still adhering to the letter of them.

F1 driver Sergio Perez managed to get it after deciding to travel to Mexico during a weekend off because F1's bubble rules allow team personnel to travel "home" between events. Max Verstappen and Charles Leclerc were pictured that same weekend at a busy restaurant in Monte Carlo.

I'm baffed though, surely they're travelling and staying in the upper echelon of expensive options flights and hotel wise, who would surely be doing more than most, not to be snobby, to clean and disinfect and ensure ronas not doing the rounds - something feels very suspicious
