I don't live in Hartlepool, so I can't speak for any Hartlepool people, so obviously my observations mean nothing. Nevertheless, I did see a selection of anonymous opinions from people on why they didn't vote Labour, and it was all "Kier Starmer stands for nothing" and "the Labour candidate didn't promise anything new". So it seems to me that if Kier Starmer did come out strongly in favour of trans rights (or anything at all), people might actually notice he was there.
