The late withdrawal of the guest nations, and no time to replace them or change the format, probably didn't help, but only having 10 countries means that it will never be ideal.
Incorporating CONCACAF might make it better, but that would mean qualification, unless they just make it a bigger tournament with 20+ teams.
Doubt it could be held every 2 years though.
