I suspect that was partly the reason after Moffat, who - if you know your writing apples - is obviously a phenomenal talent. After Chibnall, it might be more of not wanting to be at the reins of the old nag as it's prodded towards the dog food factory.

Although Chibnall's episodes are self-spoiling, since they keep blandly retreading plots and story beats from the RTD and Moffat eras. Perhaps that makes previews redundant.
