It's always been slightly odd that for a character known as The Punisher, he very rarely gets around to punishing criminals*. But I guess even 70s Marvel wasn't going to name a character "The Murderizer"

*aside from the best Punisher - Punisher 2099, obviously - who builds a Death Row in his basement because the future doesn't have prisons, only fines. Come to think of it, future Punisher Jake Gallows (ok, writer Pat Mills) was ahead of the curve in realising that when the punishment is a fine then it's only a punishment for the poor, and therefore it was time to shoot a lot of rich people and lock the rest up in a basement torture dungeon.
