Ignore any other answers that may have been given to this question, Sheepy - the actual answer is that it's a description given (by Elizabeth Parker?) on the sleeve of an old BBC Sound Effects LP - one of the two or three sci-fi ones that they did - and it's taken from an episode of Blake's Seven called, perhaps unsurprisingly, Ultraworld.
