Buses are fairly waterproof. I was in a bus travelling to Beckenham shortly after a tornado (yes, Beckenham, Kent) had hit and we had to negotiate a dip in the road that was two to three foot deep in water. The driver just told us to watch our feet and went through, shedding the water as we levelled off on the other side of the dip.

So it's likely the bus driver has told everyone to stay on and he'll get them where they want to go, water or no water.
