Another vote for GTA3.  Sniping may not be healthy,  but it sure is fun.

Would occasionally do cheats on Civ 2 to give myself tanks and nukes right off the bat. Roll through Babylon and their 'chariots'.

I believe it came up with a big "CHEATER" message if you did this when you finished the game.
