There's some real tension at the start that then evaporates into a meandering sequence of video game cutscenes about twenty minutes in.

"Video game cutscene" is what I thought of too. Especially the long scene with Tilda Swinton. She just kept rambling off these "cool" lines for minutes on end like a character spouting filler dialogue waiting for the player to select a dialogue choice.
