56k modem on voip line

The auto repair shop I work at does safety inspections on a state mandated pc based machine that is 20 years old. It has to communicate back to big brother 10+ times a day via dial-up modem. Got a digital voip phone system 2 years ago that made comms spotty but managable. A recent internet system speed update killed it completely. It dials out and connects but fails comms.

Anyone have any easy/cheap workaround ideas to connect or maybe govern our net speed at least while the call is going through?

We've got a copper phone line install scheduled but that is 4-6 weeks out.

The copper man came and dropped a copper line ahead of schedule and we're back in business. Everyone can stop trying to find a solution for me now.
