indeed it is, the statue is in the corner of a car park and is easily missed if you don't know where to look, I asked a man in a van who was parked up (worth pointing out it's free parking btw)

In a Cheltenham shopping centre. They seem to have reviewed the bold colour scheme, and it has all faded to a nice verdigris shade. Still looks nothing like him, mind.

There seem to be loads of John Lennon statues about the place, including this somehow unconvincing one:
