Free blog with custom CSS

I want to set up a blog where I can mess with the themes by adding custom CSS, but don't want to pay for the privilege. Do any decent blog editors let you add custom CSS for free?

The basic version of Elementor is free, and I believe let's you add custom CSS.

Although I've heard that the basic WordPress editor is very, very good these days. Might be worth having a look on YouTube for some guides.

Thanks. Sorted now, I think - I wanted to change the body text colour to increase the contrast with the background, which the free version of the template editor wouldn't let you do, so I ended up increasing the font weight and it looks darker.
