Laptop has gone crazy, help!

Did a windows update and now icons are resizing, windows are popping up and switching from one to the other, random tabs opening up on their own and in the middle of the screen a smaller window of the main desktop keeps flashing up and disappearing so fast that I can't even get a screenshot.

Have restarted a few times but even just doing that is a mission.
